4.
Player Transfer.

A youth player may transfer between Affiliate Members, clubs and teams with the approval of the current coach or Affiliate Member representative.

  a. The following, while not exclusive, are valid reasons for not transferring a player requesting a transfer during the seasonal year:
   
When the player individually or as part of a group of players requesting transfer, would leave the current team with an insufficient number of healthy players to field a full team; or
   
2.
When the player is indebted to the releasing team and/or Affiliate Member (money, uniforms, and other tangible goods).
   
3.
When a player has a change of commitment towards an Affiliate Member.
 
b.
The following, while not exclusive, are valid reasons for transferring a player during a seasonal year:
   
1.
Player relocation to a different community that exceeds a reasonable travel distance; or
   
2.
When the player was illegally registered and rostered as determined by the Dispute Resolution Committee; or
   
3.
When a team is formed with multiple age group players and the players can be placed within an age group team.
   
4.
When an Affiliate Member team disbands and that fact is officially recognized, acknowledged, accepted and noted by the Association, any player thereof may at once register with the team of another Affiliate Member and will be considered a transfer.
 
c.
In the event the player's coach or Affiliate Member representative refuses the transfer request, the following steps must be followed to appeal the decisions:
 
1.
An appeal letter should be submitted to the Affiliate Member club coach or director of coaching (if one exists), the Affiliate Member president, and to Nebraska State Soccer, attention: Director of Coaching.  It is in the interest of all parties concerned that an early decision is reached.
   
2.
The Affiliate Member club coach/director of coaching and president must rule within 7 days of receiving the appeal or immediately defer the decision to the Nebraska State Soccer Dispute Resolution Committee for a ruling within ten (10) days.  A formal in-person hearing is not required.
   
3.
Following the outcome of the Affiliate Member decision, appeal may be made to the Dispute Resolution Committee.
   
4.
Following the outcome of the Dispute Resolution Committee decision further appeal may be made by either party to the Board of Directors for consideration at the next scheduled board meeting.
  d. Following the outcome of the first appeal decision, the player concerned will be allowed to play for the team with which he or she is then properly registered while any further appeal is heard.
