The Rules Have Changed for Referee Abuse Penalties
Help Make Sure Your Soccer Community is Prepared
U.S. Soccer’s updated Referee Abuse Prevention Policy (Policy 531-9) is in effect. This policy update includes clearer definitions for physical and non-physical abuse – as well as stronger suspensions for reported referee abuse.
Information about this policy update can be found at ussoccer.com/rap and we need your help getting the word out to your community.
Penalty Multipliers
Beyond the minimum required suspensions, some cases require further penalties including:
- Abuse against a minor referee requires an automatic triple punishment
- Second time offenders will receive an automatic double punishment
- If multiple offenses are reported, the punishment will be at least the minimum for the most serious offense
- Third time offenders may be subject to a lifetime ban under US Soccer
How to Report Abuse
We understand the vast majority of players, coaches, and spectators already do the right thing. A small minority hurts the game for the rest of us – but it’s up to all of us to uphold the integrity of the game.
With the updated policy, players, coaches, and spectators are encouraged to report abuse. The penalty framework only take effect if abuse is reported.
We’re asking you to do your part to support referees by reporting any instance of referee abuse.
This policy, and its penalties cover ALL activities covered by USSF. Abuse should be immediately reported to the league or tournament director, but you can also report abuse to Nebraska State Soccer or Nebraska Referee Development Program. All reports will be investigating immediately.
